Lucknow, August 21: New avenues for cooperation between Uttar Pradesh and Japan in healthcare, medical education, robotics, pharmaceuticals and skilled manpower were discussed extensively during the UP-Japan Healthcare and Care Economy Partnership sectoral session held at Indira Gandhi Pratishthan. Speakers highlighted that the convergence of Uttar Pradesh’s young workforce and Japan’s advanced technology could create significant opportunities in the healthcare sector for both sides.

Deputy Chief Minister Brajesh Pathak said that under the guidance of Prime Minister Narendra Modi and the leadership of Chief Minister Yogi Adityanath, Uttar Pradesh has emerged as one of the country’s fastest-growing economies. Improvements in law and order, expansion of expressways, enhanced air connectivity, reliable power supply and other infrastructure facilities have made the state increasingly attractive for investment.
He said Japan enjoys a global reputation for technology, quality and efficiency, while Uttar Pradesh possesses a large pool of trained and skilled human resources. Highlighting the progress in medical education, he noted that the number of medical colleges in the state has increased from 47 to more than 83. Alongside medical colleges, nursing institutions are also being developed, while seats in MBBS, MD, nursing and paramedical courses have expanded significantly.
According to Pathak, Uttar Pradesh can play an important role in meeting Japan’s growing demand for skilled healthcare professionals by supplying doctors, pharmacists, nursing staff and medical technicians. He also suggested that young people could be trained in the Japanese language and work culture to align with the requirements of Japanese companies.
Additional Chief Secretary, Health, Amit Ghosh said that Uttar Pradesh offers vast potential for collaboration with Japan in the healthcare sector. Referring to recent investment initiatives, he said that a new generation of startup entrepreneurs had actively participated and that MoUs were signed with 12 pharmaceutical companies in a single day.
Robotics And Medical Technology
He said Japanese companies are showing keen interest in investing in Uttar Pradesh, and efforts are also underway to bring Japanese technology to the state. Work is underway to explore new possibilities in robotics technology with Japanese cooperation. Plans are also being prepared to develop a Medical Tech Park spread over nearly 400 acres. Opportunities for Japanese participation in establishing medical colleges under the PPP model are also being explored.
Ghosh said the combination of Japan’s work culture and technological expertise with Uttar Pradesh’s expanding healthcare infrastructure could create a strong, sustainable development model.
Minister for Vocational Education and Skill Development Kapil Dev Agarwal said that India’s global standing has strengthened under the leadership of Prime Minister Narendra Modi. He noted that a Japanese delegation's visit to Uttar Pradesh after Chief Minister Yogi Adityanath’s visit to Japan reflects growing trust and strengthening ties between the two sides.
Skills And Employment
He said integrating Japanese technology with Uttar Pradesh’s youth power would create new opportunities for growth and development. The state has established a transparent investment ecosystem through a single-window system. At the same time, youth are being equipped with skills and foreign language training to improve employment prospects both within India and overseas.
Agarwal assured Japanese representatives that the Uttar Pradesh government would fully support providing skilled human resources and facilitating the adoption of Japanese technology in the state.
Labour and Employment Minister Anil Rajbhar said that along with attracting investment, employment generation remains a key priority in the government’s efforts to build a self-reliant and empowered Uttar Pradesh. He said demand for skilled, semi-skilled, and unskilled manpower is growing across India and abroad, and the state is well positioned to meet this requirement.
He added that providing employment opportunities to every individual remains a core commitment of the government and that these opportunities will increasingly be linked with global labour markets. Rajbhar also highlighted the state’s rapid progress in road, water and air connectivity, noting that Uttar Pradesh is no longer viewed merely as a landlocked state. He said the Japanese delegation’s road journey through the state provided an opportunity to witness the improving infrastructure firsthand, further strengthening investor confidence.
Training For Global Markets
Principal Secretary, Skill Development, Dr Hari Om, said that Uttar Pradesh has a vast network of ITIs and polytechnic institutions and possesses the capacity to train lakhs of young people every year. He said that if demand-based proposals are received from Japan, specialised training centres can be developed to provide instruction in the Japanese language, technical skills, caregiving, work culture, and workplace practices.
Principal Secretary, Labour and Employment, Dr M.K. Shanmuga Sundaram, said that while India is among the world’s youngest nations, Japan faces the challenge of an ageing population and labour shortages. He noted that Japan will require a large number of trained workers in sectors such as caregiving, construction, manufacturing and logistics in the coming years.
He said India and Uttar Pradesh have a vast labour force, with crores of workers registered on the e-Shram portal. Safe and organised migration, he added, can help connect Uttar Pradesh’s youth with global employment opportunities.
Mission Director of Uttar Pradesh Skill Development Mission, Pulkit Khare, said that the state’s large youth population is one of its greatest strengths. The government is continuously working to align skill development programmes with the changing requirements of industries and global markets. He said cooperation with Japan in skill development could open new pathways for international employment opportunities for the youth of Uttar Pradesh.
Care Economy Collaboration
Mansi Kasliwal, Director of STEP Foundation, said Uttar Pradesh can play a significant role in meeting the growing demand for care workers. She stressed the need for training models focused on care skills assessments, Japanese language proficiency, nursing care terminology and workplace behavioural readiness.
C2C India CEO Rana Dheeraj highlighted the importance of learning from Japan’s work culture. He said that Uttar Pradesh has the potential to become a major source of skilled and talented manpower for Japan.
