The two clubs have reportedly reached a verbal agreement on the transfer, with a fee of up to €8 million ($9.3 million).
The 28-year-old is said to have agreed terms last week with Wolfsburg, who were relegated from the Bundesliga for the first time in their history in May after a 2-1 playoff defeat to Padeborn.
A medical for Reese, who joined Hertha on a free transfer from Holstein Kiel in 2023 and scored 10 goals in the second tier this season, is still pending.
The attacking midfielder extended his contract with Hertha last summer until 2030, but the cash-strapped Berlin side are believed to be in need of raising transfer revenue.
Young star Kennet Eichhorn, 16, has already moved to Bayer Leverkusen for around €9 million, while other key players such as Tjark Ernst and Marton Dardai could also depart in the overhaul.
Wolfsburg, the 2009 Bundesliga champions, are among the favourites to make an immediate return to the top tier next season.
