Andy Flower, who previously guided England between 2009 and 2014, was reportedly the ECB's top target but he has ruled himself out of the race.
The ECB has already begun reaching out to prospective candidates, hoping to have McCullum's successor confirmed well before the opening Test against Pakistan at Headingley on August 19.
However, given the importance of getting this decision right ahead of next summer's Ashes series, the board appears willing to prioritise a thorough selection process over speed. This means an interim appointment remains possible, with current assistant coach Marcus Trescothick emerging as a candidate for the upcoming Pakistan series.

Andy Flower & Justin Langer ruled out of coach's race
IPL-winning RCB coach and Andy Flower, who was one of the favourites to rejoin the England cricket team as their head coach, pulled out of the race and announced his decision on July 17.
Flower remained committed to the reigning IPL champions as he told the media, "I have spoken to the ECB (England and Wales Cricket Board). I am aware of the head coach vacancy of the England national team. I have spoken with [managing director of men's cricket] Rob [Key] at the ECB on that topic. The bottom line for me is I'm very happy in the work that I'm doing at the moment. I work for a couple of really good organisations, with really good teams around me and I'm really comfortable with what I'm doing at the moment.
"I've worked with England before and I had an amazing time. I had the privilege to be England head coach and represent England a number of years ago and I remember those years really fondly. "It would be a privilege for me or anyone else to be the Test coach. For me at this time, I'm really comfortable with what I'm doing and I'm going to stick with doing that."
When asked if he had ruled himself out formally, Flower said: "I have, yes."
Meanwhile, Justin Langer has also been ruled out from the shortlist, as reported by The Telegraph.
Dark horses for the England Test coaching role
Stephen Fleming
Among the candidates capable of springing a surprise, Stephen Fleming stands out significantly. The former New Zealand captain was actually approached four years ago before McCullum eventually got the job, but turned it down at the time due to his long-term commitment to Chennai Super Kings. With Fleming having just ended his 18-year association with the franchise on Monday, ECB interest has been reignited
Kumar Sangakkara
Kumar Sangakkara rounds out this group, having balanced his role as head coach and director of cricket at Rajasthan Royals with broadcasting duties for Sky Sports. He is already settled in England and was spotted playing village cricket in Dorset this summer. His cricketing pedigree and familiarity with English conditions make him a genuine contender for the English Test coaching role.
The outsiders in the mix for England's Test coach role
Jonathan Trott
Jonathan Trott is one of only two English candidates on the list. He impressed during his nearly four-year stint coaching Afghanistan, guiding them to the semi-finals of the 2024 T20 World Cup. He represented England across 52 Tests, and Trott has openly expressed his desire to coach the national side. Though his relatively limited coaching resume at this level places him further down the pecking order.
Richard Dawson
Richard Dawson, the second Englishman on the list, brings experience of working within the England setup previously and recently guided Glamorgan back to Division One cricket. However, just like Trott, he lacks the marquee profile of others in contention.

Mike Heeson
Mike Heeson is currently Pakistan's white-ball coach, and the ECB have to deal with the Pakistan Cricket Board to get his release papers. Given the ODI World Cup is just 18 months away, the PCB is unlikely to part ways with Heeson.

Tom Moody & Adi Birrell
Tom Moody is a vastly experienced candidate across international and franchise cricket, though his current commitments with Lucknow Super Giants complicate his availability.
Perhaps the most unexpected name is Adi Birrell. He has previously coached Ireland and served as South Africa's assistant coach and only recently wrapped up a well-regarded seven-year spell with Hampshire. He is a surprise inclusion and is unlikely to be handed over the reins of the English cricket team.
